The Department of Veterans Affairs (VA) has issued a presolicitation for a potential five-year, $175 million indefinite-delivery, indefinite-quantity (IDIQ) contract to support biomedical engineering operations across its network of medical centers, outpatient clinics, and program offices.

Published March 5, 2026, on SAM.gov under Notice ID 36C10X26R0010, the solicitation—formally titled the National VHA Biomedical Engineering Technical Professional Support Services (BETPSS) IDIQ—is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) under the Federal Acquisition Regulation (FAR) 19.14. Responses are due March 30, 2026.

What the Contract Covers

According to the presolicitation, the contract’s purpose is to provide technical and professional support to biomedical engineering departments at VA medical centers, outpatient clinics, Veterans Integrated Service Network offices, and Veterans Health Administration (VHA)/VA program offices. The work may include corrective and planned maintenance, professional biomedical engineering services, and project management activities related to medical equipment and clinical systems.

Contractor personnel may be called upon to perform routine operational work—such as equipment maintenance and patient safety recall investigations—as well as respond to unexpected or time-limited needs, including pandemic response support and operational readiness efforts tied to electronic health record modernization deployments.

The contract also allows the VA to deploy interim biomedical engineering professionals, either onsite or remotely, to support facilities while permanent staff positions are recruited and filled.

Set-Aside and Administrative Details

The opportunity is classified under Product Service Code R425 (Support—Professional: Engineering/Technical) and North American Industry Classification System code 541990, covering all other professional, scientific, and technical services. The contract will be awarded as a multiple-award IDIQ with a maximum aggregate value of $175 million across all contract awards and task orders, according to the presolicitation.

Successful offerors may be required to execute a Business Associate Agreement with the VHA Privacy Office due to the nature of work performed within VA medical environments.

The contracting office managing the opportunity is the VA Strategic Acquisition Center in Frederick, Maryland.
