The bill, signed into law on July 4, includes tax, trade, and investment provisions that industry groups say will support domestic manufacturing and medtech innovation.
Two industry groups—the American Medical Manufacturers Association (AMMA) and AdvaMed—are voicing support for provisions in a newly signed federal law that they say will strengthen US-based manufacturing and support innovation in the medical technology sector. The legislation, known as the “One Big Beautiful Bill,” was signed into law on July 4.
The wide-ranging measure includes permanent immediate expensing for domestic research and development, 100% bonus depreciation for new equipment and facilities, elimination of the federal tax on overtime pay, and continuation of the Section 199A pass-through deduction. It also closes the de minimis trade loophole, which allowed certain low-value imports to bypass tariffs and safety standards.
While the “One Big Beautiful Bill” is not limited to the medical manufacturing sector, AMMA described it as a “watershed moment” for US producers of PPE and other critical medical supplies and equipment. The group pointed to provisions that could support expansion, innovation, and improved readiness of the Strategic National Stockpile.
“America is again trusting in homegrown ingenuity and resilience to protect our nation’s health,” said Eric Axel, executive director of AMMA, in a release.
AdvaMed, which represents the medical technology industry, emphasized that the legislation creates a pro-growth environment for medtech innovation. In a statement, president and CEO Scott Whitaker says provisions such as research and development expensing and expansion of Qualified Small Business Stock treatment would aid early-stage companies in accessing capital and scaling development. He also cited the importance of a steady and competitive corporate tax rate for long-term planning.
“Supporting policies that lower the cost of doing business and opposing policies that raise the cost are essential to ensuring US medtech’s expanding global leadership role,” Whitaker says in the statement.
